A full recovery can take time if indexes are large - It involves two phases a>
downloading the index and b> replaying the tlog
When a replica is recovering showing the percentage that the replica has
recovered by would be a very useful stat to know.
Display two tags when a node is in fully recovery
# state : full_recovery or tlog_replay
# percentage: this can be calculated for both phases
