It is not so that the server directory needs to be writeable. But the PID and
LOGS directories need to be, and they are by default located relative to the
server directory. All of this is works as documented in
[https://lucene.apache.org/solr/guide/7_4/taking-solr-to-production.html] and
thus do not classify as a bug. The linux installer configures these and gives
you a R/O server directory by default.
I'm not completely sure what you are proposing with this JIRA? More command
args to the bin/start script so you don't need to configure solr.in.sh?
