I agree with the fact that if a feature is not maintained, since no committers
actually use it, and no active users provide patches to keep it up to date, it
is better to remove it than it rotting inside a contrib.
I would encourage anyone who want to have such feature available for Solr, to
contribute to maintaining it by starting a Github project with the latest UIMA
contrib code, and maintaining it as a separate project. There are many other
examples of plugins that are maintained by 3rd parties, so this is not a bad
solution per se.
