Right now the current implementation of ZkShardTerms.startRecovering(core2) is
from \{"core1" : 4, "core2" : 2} to \{"core1" : 4, "core2" : 4,
"core2_recovering" : 4}. If we change the behavior a little bit to \{"core1" :
4, "core2" : 4, "core_recovering" : 2}. We will have more information about the
current generation of core2's index which is a very useful information for
leader election.
