Split shard should have an option to create sub-shards on the basis of doc
distribution i.e. in a way that creates evenly distributed sub-shards.
Right now, the split assumes uniform distribution of data over the hash range,
but that might not always be true. Having a mechanism that makes a best effort
for non-uniformly distributed data would be a useful addition.
