Just spent a lot of time traveling, but I'm just about ready to make my
first large commit towards fixing the Solr tests.

First I'll commit to master and then in a day or two I'll commit to 7x as
well.

This commit will be a huge step forward, but it is still just the start.

ant test should work a lot better for everyone (even without excluding
badapples), but not every test has been beasted and made solid. I expect
Jenkins email failures to reduce but not go away yet at all. This commit
likely fixes hundreds of possible fails, but many long tail fails remain.

I will start tackling the full hardening effort by package (hopefully with
other volunteers) as the next step.

There is a lot to do beyond that to finish and maintain solid tests, but I
have a plan that I will continue to execute on that I think we get the
project there.
