There is also the "SuppressSysoutChecks" annotation which is used in a number
of tests (and parent classes). I think we should remove this annotation
entirely and just give each test a large hard limit. I recall people arguing
they do have the need for gigabytes of logs from tests, but I'd argue if the
problem isn't captured in the first 20 gigs or so then the rest probably isn't
that useful anyway...
