Dawid, I did not see a solution in the page you referred me to and as you can 
see from my query I searched other sources as well. With your advice I 
submitted my question to the mailing list and got: 

"Try creating a file in /etc/security/limits.d/solr.conf with this:

solr             soft    nofile          65000

solr             hard    nofile          65000

solr             soft    nproc           65000

solr             hard    nproc           65000

 This worked for me on Debian 9."

But this solution did not work in my case as well. This and other threads 
referred to in my question suggest a bug or a recurrent problem.

Would it justify Jira listing now? If not can you please tell me what are the 
likely consequences of the open file limit?
