PreCommit-LUCENE-Build

Hi,
https://builds.apache.org/job/PreCommit-LUCENE-Build/ seems to be always
waiting for executor. Looks like there are only 2 hosts marked for Lucene,
and Solr builds usually holds them. Who maintains this and can we add more
hosts?
