Summary: Adapt LatLonShape tessellator to non-geo shapes

Currently the tessellator is tightly coupled with latitude and longitude
(WGS84) geospatial coordinates. This issue will explore generalizing the
tessellator to non geospatial coordinate systems so lucene can handle arbitrary
projections in vector space.
