If this indeed represents the same issue as SOLR-13291, then please be aware
that that bug report contains a very simple shell script that can pretty
reliably reproduce this problem even on a local cluster of 2 nodes. The shells
script basically just uses CURL to do API calls in a loop, so it should easily
be convertible to an equivalent JUnit test. I've *not* spent a lot of time to
check if the shell script contains the *minimum* set of actions to reproduce
this, so some of the steps might be optional.
