Summary: SynonymGraphFilter to optionally skip keywords

Environment: Right now, SynonymGraphFilter operates on the original
input term, and the repeated term that is marked as Keyword. This issue is to
optionally keep it from operating on the term marked as Keyword, just as like
stemmers (should) behave.
