[~ichattopadhyaya] I have added a patch for branch_8x improving upon the
previous patch and added more explicit test case as well. Let me know if this
is good enough for 8.1, we can pick up broader changes for collection admin api
in related tasks.
[~gerlowskija] Please suggest changes if any.
