SOLR-13449: SolrClientNodeStateProvider always retries on requesting metrics
from other nodes

During RC1 creation, I hit upon some failures of
TestSolrCloudWithHadoopAuthPlugin on branch_8_1 due to this change. I don't see
the same failure on branch_8x or master. Any ideas, [~caomanhdat]?
