SOLR-13449 is a trivial fix for SolrClientNodeStateProvider, it makes the
provider stop retry once the metrics are successfully grabbed.
In an unexpected way, JWTAuthPluginIntegrationTest and
TestSolrCloudWithHadoopAuthPlugin get failed 100%. This is bugs of tests for
sure.
