SOLR-13534 recently triggered an NPE in the 'ecj-lint' task on branch_8x.
Looking into it, it seems like this is the bug..

...upgrading ECJ should fix this -- confirmed by some quick local testing i
just did.
Uwe actually upgraded ECJ on master already as part of the change to java11,
but the smaller portion of just upgrading ECJ wasn't backported -- there
doesn't seem to be any reason *NOT* to backport just he ECJ org/revision change
(w/o chnaging the supported version)
