It’s perfectly reasonable to raise a JIRA in this case and attach a patch or 
link a PR if you’re more comfortable with Git. See: 
https://issues.apache.org/jira/projects/SOLR

Anyone can create a login and add JIRAs, and people can comment on the JIRA for 
a permanent record. You may also get feedback, that’s in the permanent record 
too.

One tip if you decide to upload patches: Just use the jira with the extension 
“patch”, for instance "SOLR-12345.patch”. If you put up multiple versions, just 
name them the exact same thing. the JIRA system will automatically highlight 
the latest version and gray out the others, giving a very clean history of what 
changed.
