Note that there is important open-source discussion in SOLR-7344 over years 
that should be considered.  I linked to it from that issue to help keep the 
watchers there be aware of this issue. 

The main take-away I got was that a QOS filter of some sort would be useful, be 
it one Jetty has or one [~hgadre] has.
