{{SolrIndexConfigTest.testFailingSolrIndexConfigCreation}} is added to test bad
solrconfig containing MergePolicyFactory without any public constructors.
While working on SOLR-12555, found that above test fails while loading
solrconfig instead while creating mergepolicy
