ticket cross-referencing: there is overlap between SOLR-9108 and SOLR-12230 and
SOLR-13681 tickets
(I've chosen to create SOLR-13681 here separately as a potential way of making
the index sorting configurable _separately_ from any sorting merge policy
related changes but I have no immediate plans to work on this much further here
at this time.)
