Go right ahead. Leave a comment on that JIRA.

IIUC, only committers can have a JIRA assigned to them, so you can’t have it 
assigned to you. That said, if you add a comment that you’re working on this 
that’s all that’s necessary.

You may have to prompt people when you have a patch ready to take a look.
