Yup. We talked about a bot. If we get to establishing such a bot, it could run this report every day and make reminder comments direclty in PR/JIRA. It could also nag about old open PRs, and if nobody replies within 90 days auto-close them with a label «auto-closed». That would both spark some activity on inactive PRs, and also wind down the number of open from 272 to probably half...
