I think we can assert that the cardinality is <= numDocs, and then short-circuit the common == numDocs (all docs have values) case like you are. I love how 3.x handles the unvalued bits... I think we should port this forward to trunk, but maybe make it possible to set the bits as we build up the values (single pass) if you specify up front you want the bit set.
