Because OSGi manifest creation is so slow, I will not commit this patch as-is.
I think a good compromise would be to rewrite the make-manifest target to only
make OSGi-conformant manifests either when a system property has been set from
the command line or when generating release artifacts. Or maybe only when
generating release artifacts?
