Hi,

All blockers have been addressed.

The `branch_9_12` has been cut, and the RC vote is underway.

Note:
 Since 9.12 will be the last in the 9.x series, then no version 9.13 constants 
have been added.

I may have missed some communication, but I’m not sure where to update CI jobs 
these days so as to add a job on the 9_12 branch.
