Moved the codec handling back to LTC and made the test runner more abstract. 
There are still some issues with tests that create the index in BeforeClass but 
cannot read it later when @UseNoMemoryExpensiveCodec is selected for one test 
method. Also similar issues may occur if the test explicitely selects such a 
codec (Mike found some failing tests, still investigating).
