latest patch giving me some trouble...doesn't seem to apply cleanly against
ZkController, and also doesn't seem to compile because lots of refs to
ClusterState left...also CloudState does not appear to be back? And there are a
lot of classes in org.apache.solr.cloud.zookeeper - can we move those to
org.apache.solr.common.cloud? If we want to partition them,
org.apache.solr.common.cloud.watcher seems like it might be a better package
name.
