As a practical matter, it would be pretty useful for folks performing upgrades 
to have this backwards compatibility available.  In fact I think in the long 
term that providing back compat would actually help to *reduce* the total 
amount of CESU on the wire since it will make the upgrade path easier.  I 
understand the appeal of the clean-slate idea; the previous format may have 
been broken (or easy to get wrong), but the fact is that it is still in wide 
use, and that can't be changed overnight simply by refusing to support it.  
Consider the change from SSH1 to SSH2: the earlier format was not really 
secure, but ssh continues to support a negotiation protocol for 
interoperability with old clients and servers, with user-settable options to 
control the negotiation process.
