Mike, about your patch:
Would it make sense to remove the extra method completely from MergePolicy and
simply do all in one method? By default, IW will call
merge(maxSegments=Integer.MAX_VALUE) and when you call mergeIfNeeded(n) it
would pass merge(maxSegments=n).
Otherwise +1 to commmit.
The stupid and horrible default optimizes in Solr should be handled in another
SOLR-xxx issue.
