Okay, that's more in line with what I was originally thinking. Nothing actually
uses the hsarNim in zk - just something that came in with Samis changes and is
floating. In terms of shards advertising ranges, certainly it's something we
eventually need to store in zk - it's not necessary until we support
adding/removing shards though. It's easy to add when we need it and doesn't
give us anything until we do. And you will still need to determine those ranges
based on the number of shards.
