In some cases, it is useful for the search engine to bypass doing any search at
all and simply return a result indicating the user should be redirected to a
landing page. Initial thinking on implementation is to add a key/value to the
header and return no results. This could be implemented in the
QueryElevationComponent (or it's extension, see SOLR-2580).
