Patch implementing the idea.
This patch just creates a new class named {{JFlexHTMLStripCharFilter}}. All of
the {{HTMLStripCharFilterTest}} tests are copied over to
{{JFlexHTMLStripCharFilterTest}}; Robert's random test is un-{{@Ignore}}'d, and
several more tests are added.
