Yes...why not grow SIS seeing as its already in Apache Incubation? If another 
project is launched with the same intention as SIS, wouldn't that mean there is 
the potential for duplicate technologies sitting on an Apache server? There are 
a ton of different components to building out a proper geospatial core 
technology. GDAL/OGR, OpenLayers and the database storage techs therein 
represent some of the high points to operating a full GIS. See Wikipedia 
article (http://en.wikipedia.org/wiki/Geographic_information_system) and note 
that in order for there to be a full-fledged GIS, there has to be several 
mutually exclusive components that work in harmony with each other. I see 
Spatial4J being a great new way to implement geometric functions and storage 
within a Lucene index. That leaves the format/projection support, visualization 
and management components. Wouldn't it be nice to roll all of these fundamental 
concepts in to a single project like SIS? I am looking at the big picture 
rather than specific or individual components.
