Absolutely but we also lack the hands to do the rel. judgments, queries,
etc.
Thinking of possible ways to bootstrap the competition. Say the Apache
mailing lists on Hadoop. How many relevant posts are there for issue X?
In what order did they develop? Which ones are "answers?"
Let the people with the greatest interest in demonstrating their
projects best features fashion queries against a known data set. With
some starter questions.
Won't be comprehensive, at least at first, but if it gains any traction
at all, could be something.

At first probably just the raw data files at first but once imports are
available, perhaps more people would start exploring the data set and creating
richer versions for particular tests.
Don't know if anyone would even be interested but thought it might be a way to
get more hands on deck.
