It's unable to move, followed by unable to copy because "The system cannot find the path specified". Windows has the extra issue of not being able to move a file that is open for any reason, so I imagine one would never get to the copy logic in UNIX environments? Even some virus scanners have caused tests (and sometimes even svn) to fail on windows, so hopefully it's nothing like that.
