I'm about ready to commit a basic first draft so it is easier for others to
contribute.
One of the main limitations is that it picks servers randomly to create a new
collection - we probably want to change that before 4 so that it chooses
servers based on the number of cores they already have or something.
Whether we allow different creation strategies that let you specify which
servers to choose in alternate ways still seems up for debate - but that is
also easy to add in if we choose to go that route.
