patch building on SOLR-3746 with the basic error checking in SolrCore ... works
fine in manual testing, but i'm not really sure how to write an automated test
for this ... our existing "TestBadDConfig" isn't really setup for testing
config failures in cloud mode.
need to look into that a bit more
