I think {{smokeTestRelease.py}} does exactly this.
What it doesn't/can't do is sanity check things to make sure no new problems
have cropped up. But even in this case, new checks can be added to the script
once they have been identified.
So IMHO this should be closed as won't fix. I'll do so tomorrow if there are
no objections.
