It was deprecated in the 3.6 code line, so it's been removed from both trunk and 4x.
Do note that trunk is Solr 5x, the current code in the process of being released is at http://svn.apache.org/repos/asf/lucene/dev/branches/branch_4x and may be more suitable. I'm going to add a note to the HowToContribute page....
