We observed something like this a few times on FreeBSD. Might be a JVM issue, hard to tell. I'm testing a hung shutdown hook and it passes on all my testing environments (various JVMs, windows, linux). Might be something entirely different too... but a live JVM should respond to jstack/ kill signal.
