How does declaration of dates / sending emails in advance / planning make 
something apache-like?

That seems pretty anti-apache to me actually.

I guess around here, its not planned, instead, the question of whether there 
will be additional 3.6 releases depends solely on whether or not someone 
volunteers to do the work and create the release.
