I just have to repeat myself: We dont need to modify Lucene to make this 
"migration" work! See my last comment, it lists the whole workflow to do this 
"merge" on the directory index without the need for temporary index instances, 
completely on-the-fly. Your testcase can be rewritten to exactly do what you 
want without any custom merge policy / SegmentMerger stuff.
