Here's the work I've done handle the query side (while referencing Michael's 
patch for changes to ShardHandler).
Which slices to query should now be delegated to the router for the collection.

Something is off though - BasicDistributedZkTest fails (although not all of the 
time!).  This patch is to just let people know the direction I'm going to give 
early feedback for things like the DocRouter interface.
