I guess i see the parallel tests as an optimization. To be safe we can keep the 
jvms set at 1 for these modules where its iffy.

later after some investigation, we could re-enable them. but for now it would 
be great to get the number of sporatic failures down, and also great to have 
this option in the future in case we encounter a similar problem.

for those modules? Definitely *all* Jenkins servers override the settings for 
JVM count (and also clover tests limit to 1).

lucene/analysis/uima and lucene/benchmark also set it to 1. i don't know if its 
still strictly necessary, but we should do it for now to be safe.
