It depends - for real testing against a real cluster, it's probably just best
to use the remote url feature I think. We might just want to build in some
round robin action or something. For the internal option, we could run
something like the solrcloud.sh script in the cloud-dev scripts to startup the
vms just like the single node internal starts the example.
