Interestingly, GitHub pages (where GitHub projects store documentation) are
GitHub repositories themselves. Though I don't think one could do a Pull
request to it.
But it could be a thing to consider with Wiki pages stored in GitHub as a
standalone project and then generated into static and fast content using
something like MiddleMan. Then, the proposed changes become Pull Requests.
GitHub very recently added some non-techie interface for doing easy
changes+Pull requests. Comments could be a dynamic Javascript add-on then.
And Confluence export is XML, easy enough to reformat that into anything,
including a set of files.
