This remembers me to upgrade IBM J9 on Policeman Jenkins and try Jenkins tests
again. Currently the Lucene tests does not successfully pass with IBM J9 for
every random seed, because IBM J9 has too many bugs (miscompiled
bytecode/loops/...).
