As noted by Uwe on the dev list, the changes committed for this issue seem ot
have caused various test failures, as well as sending ChaosMonkeySafeLeader
into an infinite loop(?!)
Re-opening to investigate - likely need to roll back these changes if we can't
get to the bottom of things right away
