FYI: After consultation with the PMC, I've moved all committers from ContributorsGroup to AdminGroup, the idea being that all committers should be able to add people to ContributorsGroup.
This change affected just three people: Christian Moen, Shalin Mangar (who's now on the PMC anyway), and Shawn Heisey. Please let me know if I've missed anybody.
