The issue description says to see the vote on the developer list.  If you were 
not a subscriber to the dev list in early May of this year when that vote 
happened, then here is where you can look at it:

Make sure you are on the Thread view.  Click "Next" to go to page 2.  Search 
the page for "webapp" and then you can see/read the many emails with the 
subject "VOTE: solr no longer webapp".  Looking back through the thread, I 
don't recall seeing a -1 vote from any Lucene/Solr committers.  The few -1 
votes came from users/contributors.

It is completely expected that this change will be unpopular with some 
experienced users.  I was initially very skeptical.  [~markrmil...@gmail.com] 
put forth a rather large list of compelling reasons for switching, so I changed 
my vote from -0 to +1.  Many of good reasons seem like they are developer-only 
things ... but when the developers find themselves seriously constrained, the 
users will not see rapid development of the features that they want, so 
reducing developer pain is good for end users.

Since that vote, at least once a week I seem to come across a problem that 
would not exist (or would be very easy to fix) if Solr were a self-contained 
application.  I can't think of any examples right now.
